passive-aggressive

adj. A characteristic of behavior that hostilely obstructs progress toward a goal while seeming to be innocuous, forgetful, incompetent, neutral, or accidental. It is characteristic of persons who feel hostile but powerless to express their hostility or opposition directly without experiencing severe negative consequences. Thus a private in the army may fail to warn a hated officer who is driving into a minefield.
